[rpd] Call for interest for PDWG chairs

Thank you Noah,

I totally agree with you. The criterial list is fine.

Secondly - Prospective Co-Chairs should only be considered if the are 
already subscribers to the RPD mailing list. That is - don't bother 
proposing anyone who has no history of being on the Mailing List.

Regarding time frames - the issue of finding new Co-Chairs has been 
aired for some months now - so I don't see how anyone can say "We didn't 
have enough time".
