[rpd] Eligibility Criteria for PDWG chairs

Hello Ibeanusi,

I completely agree with your submission. This all feels like the PDWG is
trying to interfere with the elections, rather than oil the wheels. Set
rules are abandoned, and emergency rules are set up. This truly counters
the principles guiding the organization.
