[rpd] Eligibility Criteria for PDWG chairs

I did not write that active participation is not important or relevant, I
simply don't think that point C, as well as point D, are to be considered
mandatory elements. Reducing everything to quantitative terms (two (2)
AFRINIC events (face-to-face or virtual) in the past three (3) years) is
not helpful in my opinion.
According to the other points, we expect candidates to have certain
characteristics (e.g. technical knowledge) that already imply the level of
experience and proficiency we are looking for.
