[rpd] Eligibility Criteria for PDWG chairs

Hello

I do not believe PDWG can self organize given the current circumstances
we have been going on. It is beyond any reasonable scenario what we are
going one here and we cannot pretend we have been able to self organize
to make the things happen when there is echo chamber the repeat thousand
time the same thing over and over and so many misinterpretations of the
rules including by the Board of Directors.

Regarding the term "Selected" that doesn't necessarily mean election or
consensus, means selection, so who is responsible to select the
Co-Chair. It could be by either ways, so there is not need to force
interpretation to the preferred mode, just because it was used before.

I personally already manifested my position totally against any
consensus to select people and think that is pure utopia specially in
the situation we find ourselves.
So I reinforce my suggestion to have a NomCom (which is not the
Secretariat) to filter candidates and then a ranked vote for those eligible.
