[rpd] Eligibility Criteria for PDWG chairs

These are all fine criteria for the voters to consider in their decision, but they cannot be held out as candidate eligibility criteria at this time.

For better or worse, the eligibility criteria that must be followed are already specified in the PDP as contained in the CPM:

For everyone’s convenience, I quote section 3.3 of the CPM here:

3.3 <>The Policy Development Working Group (PDWG)
The Policy Development Working Group (PDWG) discusses the proposals. Anyone may participate via the Internet or in person. PDWG work is carried out through the Resource Policy Discussion mailing list (rpd at afrinic.net <mailto:rpd at afrinic.net>) and the bi-annual AFRINIC Public Policy Meetings (PPM). Any person, participating either in person or remotely, is considered to be part of the Policy Development Working Group.
The Policy Development Working Group has two Chairs to perform its administrative functions. The PDWG Chairs are chosen by the AFRINIC community during the Public Policy Meeting and serve staggered two-year terms. The term ends during the first Public Policy Meeting corresponding to the end of the term for which they were appointed. A term may begin or end no sooner than the first day of the Public Policy Meeting and no later than the last day of the Public Policy Meeting as determined by the mutual agreement of the current Chair and the new Chair.
If the Working Group Chair is unable to serve his or her full term, the Working Group may select a replacement to serve the remainder of the term. If the Working Group Chairs are unable to attend the Public Policy Meeting, the Working Group shall nominate a Chair for the session. Anyone present at the meeting, whether in person or by remote participation, may participate in the selection process for a temporary Chair.


Therefore any participant in the PDWG who is interested in running is eligible to run and it is up to the members of the community to
evaluate their qualifications.

I would have no problem whatsoever supporting a policy proposal to adopt the below proposed eligibility criteria as an amendment to section 3.3 in the future, but it is improper to impose them at this time on an ad hoc basis. They must go through the PDP and be properly adopted.

I will further note some suggested minor improvements as follows:

I suggest that C require at least 1 year of experience specific to AFRINIC as well as 3 years total RIR policy experience.

I suggest that D rather than allowing any 2 AFRINIC events to qualify, the requirement should be specific to PDWG Meetings. If we consider this to be a useful requirement, then I think it should be specific to the PDWG rather than allowing someone who attended a couple of IPv6 classes (for example) to be considered sufficient participation.

I would also like to encourage AFRINIC to provide the co-chairs with professional training on moderating meetings both virtual and in-person as this is a skill not widely held by the majority of community members who may otherwise be qualified for the position. I think the entire community and especially the victims^wvolunteers who we elect to do so would benefit from such training enabling them to do a better job.
