[rpd] clarify? - (Fwd) Adhoc Appeal Committee appointment

Noted.

My understanding is that the Board needs to follow the current PDP and the current Appeal 
Committee terms of reference and none of those provide for creation of an Adhoc Appeal 
Committee.
