[rpd] Resignation of Policy Development Appeal Committee member

I totally agree with you Jordi , the code of conduct of all committees has
to be reviewed, I believe they are a couple of deficiencies that has to be
corrected to prevent bullying and and any other inappropriate behaviour by
committee members in future before it gets any worse.
