[rpd] Report from Recall Committee

Well ... if the AC is ruling against the reasons for the recall of the chairs that have been demonstrated by the recall committee, then the AC is flawed and the board should stop the AC and find a better way to handle appeals.

As I explained already a few weeks ago, if an AC is not checking if the decision of the consensus was flawed, there is no reason for having an AC at all!

must have learned something out of this in order that all authors can at
least try to talk among themselves and find points that are common to
all in order to have the best possible proposal for discussion.

This of course is based on the premise that the Appeal Committee will
revert the previous Chair's decision for the Resource Transfer Policy.
