While it’s always tempting to appeal to a “higher” or outside authority, it’s also infantilizing and unnecessary.  The legitimacy of any judgement imposed by outsiders will always be questioned by those who are dissatisfied by the results, which is likelier to include _both_ sides of a dispute than just one or the other.  By contrast, a resolution achieved through normal intra-regional governance will certainly be more thoroughly-informed, less arbitrary, and more likely to reflect a consensus, particularly if the forms of governance are worked through in good faith by both parties.  And that would be the optimum result, whatever its specifics: one which was recognized as legitimate by all parties, and in which all could see the influence of their input.

So, I believe that resorting to an external decision is not a good approach, and will not decrease the division that’s producing this disagreement.
