If you read the proposal, you will note that;

- The proposal provides for two-ways inter-RIR transfers as it allows
resources to be transferred in and out.
- The proposal clearly marks any "*resources transferred into the region*"
and "*Legacy resources in AFRINIC service region*" as “*Global*”.
- “*Global*” resources so defined are eligible to be transferred out of
the AFRINIC region.

The proposal is also *reciprocal and compatible* and AFRINIC staff can
confirm the same. Each RIR decides which resources are eligible to be
transferred out and AFRINIC would not be doing anything special.

Section 3.6 of the proposal reads as below.

"If the recipient is in another region, the conditions on the recipient are
defined in the counterpart’s RIR transfer policy." This is stand practice
across all RIR.

This has been discussed many times and there are cases where members need
to acquire 4-byte ASN mappable to 2-byte ASN which are scarce resources
now. AFRINIC Staff policy implementation report presented at AIS2019 also
raises the needs for some members to transfer ASN.

And FWIW, other RIRs inter-RIR policies also allow ASN transfer.

The only interesting thing that this proposal requests is for resources to
be tagged.
