[rpd] Appeal against the declaration of consensus on proposal Resource Transfer Policy

Hello Jaco

Just to avoid some confusion it is not the PDWG chairs that receive and 
process the appeal but the Appeall Committee (pdwg-appeal at afrinic.net) 
as per section 3.5 of the CPM. The Appeal is against the Co-Chairs decision.
