[rpd] Transfer Policy

Hi,

But it has one huge impact, that of CHANGING a previous clause that
transferred resources that previously would have moved from legacy will
no longer be the case.  I get that this was done on order to be
compatible with inter-RIR transfers, but suspect this clause (if not
already done) should be updated such as to allow legacy resources to
still be considered legacy on the receiving RIR on outbound transfers
out of Afrinic only.
