[rpd] Decisions ... Abuse contact

Dear all,

I agree with Elvis. Amending the section 7.5.1 to include the mandatory
abuse-c makes way more sense. A simple sentence in the end of the section
mentioning mandatory abuse-c is more than enough. There is no need to have
this long and potentially confusing policy.
