[rpd] Abuse Contact Policy

Dear Colleagues

This policy proposal is requesting AFRINIC to implement a mandatory
abuse contact . This abuse contact that the resource members will
provide to AFRINIC will contain a valid abuse email address. As such it
will be publicly available(via whois query) to anyone(network operator
for e.g) wishing to report abuse originating from the IP resources 
delegated to that resource member.

For example, a person wishing to report an abuse originating from  an IP
address in the prefix 196.1.0.0/24 can perform a whois query , retrieve
the abuse email and address their report to abuse at afrinic.net.  This
email address is monitored by an AFRINIC staff who is responsible to
responsible to address such queries. Please note that this example is
the result of the implementation of Section 8 of the Consolidated Policy
Manual .  The policy proposal Abuse Contact Policy Update
<https://afrinic.net/policy/proposals/2018-gen-001-d6> is amending the
policy at Section 8 of the CPM and making abuse-c *mandatory* for
AFRINIC Resource Members.
