[rpd] Decisions and summary on policy proposals discussed during the online Policy meeting (AFRINIC 32)

Hello,

The summary of proposals is enlightening and makes for a quick reference
about what happened in the meeting. It makes it clear the objections to the
policies that did not reach consensus. However, in the interest of
fairness, I think it would be beneficial to the community also to see the
transparent benefits of all the policies discussed. It would help
streamline the cost-benefit analysis and decisions behind it. Some of the
policies are just as polarizing as one can get, and it would help the
community see how they arrived at a decision.

It is evident that the community acknowledges a need for inter RIR transfer
policy, and I hope that the recommendations for the chosen policy would be
adapted.
