[rpd] RPKI ROAs for Unallocated and Unassigned AFRINIC Address Space AFPUB-2019-GEN-006-DRAFT02

Hi everyone,

I have read the explanations of those supporting this policy and have had a
few clarifications so thank you for that (centralization etc).

However, my main contention at the moment is the imperviousness of the
current proposed policy when it comes to human/computer error when revoking
the AS0 state. Maybe some clarifications here or change to the policy would
help things be much more understandable.
