[rpd] IPv4 Inter RIR Resource Transfer (Comprehensive Scope)

One of the false arguments (in my opinion) made by the author of the IPv4
Inter-RIR Resource Transfers (Comprehensive Scope) proposal, is that new
businesses are unable to get IP addresses, which is slowing down the growth
of businesses in Africa.
If we can have statistics that supports this claim, it will be helpful, as
I am not convinced that not having this policy is hindering IP assignments
to businesses in our region. I am however not in support of this proposal
in its current draft.
