[rpd] Revised Proposal | Chairs Elections Process (Draft-2)

I am not convinced that we needed to completely change the process of
electing the Co-chairs

I rather prefer that we perfect who the voters should be, because
fundamentally that is where our problems lie. And if we want to add online
voting, to the in person that will be another expansion, considering
travelling will be limited in the nearest future.

This proposal should go the direction of consolidation as against total
alteration.
