Hi Maloto,
Thanks for your inputs, responding to each of your points.
1. I disagree, there are several problems. I’m not sure if you have participated in the events in the last few years and what a mesh has been there every time. Also if you just followed the discussion on the list and the anormal subscriptions in the last few months, etc. All that are facts.
Further to that, all the proceeses can be improved *always*, and the PDP is the right place to do that.
There is one last point that you’re missing. The PDP is owned by the community and the PDP lacks for a process for the elections. The community must have a process defined by the community, not by the board. The board responsibility is to oversight it, but based on the community decisions, otherwise we will not be following the ICP-2 consensus/bottom-up approach, which is our *master governing law*.
2. The board (or by delegation the NomCom) is already making sure that the candidates fulfill the policy. So if you have only 2 candidates and are from the same country, clearly, you can only opt for those. If you have 4 candidates, but 3 of them are from the same company, only one could be accepted. They probably should agree among themselves, otherwise, the nomcom probably will choose the one that presented the candidacy the earlier, or the one that fulfills better the rest of the policy conditions, etc.
3. It is normal, in many real life situations, that candidates need a “minimum” support, and in this case, I think it makes sense that this is done (as in other RIRs) by actual members. This avoids a completely “unknown” person to try to hijack the process. If a non-member believes that he/she can, based on its experience propose his candidancy I think it will be perfectly reasonable for him to find members that know him, or even in the worst case (I don’t think a candidate don’t have contacts if he really has the experience), ask in the list for support (hi guys, this is my CV and my experience, I want to offer my time for this job, can members that wish to support me contact in private to arrange my nomination).
4. The board is responsible of the oversight of the PDP. It is clear. The board can delegate some of its functions into the nomcom.
5. Where in the PDP says the board is able to delegate the function today? In a legal system (and this is equivalent to that), you need to have the empowerment to delegate, in order to be able to do so.
I think the key here is: do we agree that the PDP is owned by the community? Otherwise we have a serious problem, we don’t need a PDP, just let the board to make up the policies and all the PDP-related procedures, but that’s not Internet Community consensus-based bottom-up aproach.
