[rpd] new version of AFPUB-2019-GEN-006-DRAFT02

That sentence is pretty much a no-op as the operational details are always left to staff anyway.

I see no advantage to adding it. I prefer the cleaner original proposal, but I have no strong objection to this new version, either.
