[rpd] Co-chair election process

Tel qu'il est dit dans le règlement sur la section liée au processus
électoral, "le vote est ouvert à tout Celui de la communauté AFRINIC qui
est présent à la rencontre physique." Cela signifie donc qu'une élection en
ligne n'est pas permise dans ce sens.
Aussi, nous ne pouvons pas réellement prouver ni vérifier l'identité des
votants ou la légitimité des votes électroniques. Cela pourrait mener à une
méfiance sur le processus électoral et par conséquent sur le chairman élu.
La communauté pourrait s'en trouver diviser et la méfiance accentuée.
Un autre point important à mentionner est que même si nous avons une
élection en ligne, il ne devrait pas y avoir des conditions trop
contraignantes pour mettre cela en oeuvre. Tout le monde devrait voter
comme nous faisons tous partie d'une même communauté. Avoir des règles trop
contraignantes serait une façon d'arracher à certains la possibilité de
voter et cela contredirait la notion d'appartenance à une communauté. Les
réalités dans l'usage d'internet sont très différentes d'une communautés à
une autre. Il faudra parvenir à trouver un bon équilibre qui arrange tout
le monde.
De ce fait donc, je propose que nous puissions reporter les élections
jusqu'à nouvel ordre et garder les choses tel quel pour le moment. La
Covid-19 est maîtrisé de plus en plus et nous serons, je le crois, à même
de tenir des élections face à face très bientôt. Le temps que les gens
adoptent les mesures barrières qu'il faille et le taux de mortalité est
très faible par rapport à celui de guérison. Nous serons à même de nous
rencontrer bientôt je le crois.
