[rpd] Co-chair election process

Merci monsieur Kayihura pour votre message adressé à la communauté. Je suis
contre la tenue du sommet AIS20 ,ainsi que le vote des nouveaux co-chairs,
en ligne.
Au vue de la situation exceptionnelle que la Covid-19 a causé dans le
monde, il est important que nous puissions prendre les décisions
adaptatives aux conditions actuelles sur le continent et particulièrement
en République démocratique du Congo, choisie pour abriter le sommet.
Plusieurs éléments justifient mon point de vue :
1. Le coût internet en RDC est très élevé et ne permettra pas à la majorité
des congolais de prendre part aux meetings du 14 au 18 septembre. Au vue de
la vitesse du streamline de la bande passante, et vu le nombre d'heures que
prendra le sommet par jour, cela va nécessiter environ une moyenne variant
de 8 à 25 $ par jour pour activer les méga bytes nécessaires en vue de
suivre régulièrement et contribuer au sommet.

2. La majorité des congolais n'est pas encore informé de l'importance et
enjeux de ce type de sommet et le tenir physiquement donnera une visibilité
importante permettant de susciter l'intérêt de l'implication de tous pour
un internet libre et accessible. J'ai été déjà à trois différents sommets
AFRINIC et j'ai constaté combien les jeunes sont si peu présents car non
informés. La toute dernière expérience en Angola a démontré combien les
jeunes africains restent sous-i formés de l'importance D'AFRINIC alors
qu'en même temps ils sont des grands consommateurs ainsi qu'utilisateurs
d'internet.

3. La République Démocratique du Congo a environ 60 % de sa population qui
estJeune et cette jeunesse a besoin d'appréhender les tenants et les
aboutissants pour mieux s'impliquer dans le processus de decisions de nos
policies.

4. La Francophonie a accepté le prorogement de l'organisation des jeux de
la francophonie en RDC et ce à une date ultérieure. Ceci est donc un
exemple au vue de la situation particulière inédite causée par la Covid-19.

5. L'organisation du sommet physique dans un pays quelconque favorise
également une bonne image de ce dernier ainsi que sa meilleure
considération dans le concert des nations. C'est pour la première fois que
la République Démocratique du Congo est sélectionnée pour abriter le dit
sommet, depuis l'existence d'AFRINIC. Beaucoup d'organisations se sont
battues pour voir l'aboutissement d'un tel accomplissement. Nous vous
demandons de prendre cela en compte afin que tous ayions à coeur à nous
sentir intégré et pris au niveau mérité dans la promotion et l'usage
d'internet par tous avec équité.
