[rpd] Co-Chair Election Process

Hello Sami Salih

'Mitigating the (sleeper cells) effect' is a tricky venture. Certain
members are active, while some are comfortable with just observing in the
backgrounds just to be abreast of happenings. The Example of '10 post'
filter will disenfranchise these categories of members.

I will suggest a process is initiated, which will properly identify and
document all unique existing members; active, passive, and new members.

I do agree with the idea of developing an in-house voting system for these
voting processes. However, this will only suffice if the above is dealt
with first.

The need has arisen for remote-everything, induced in short notice
globally due to the Covid-19 situation. Sad to note, the Afrinic community
is not ripe to migrate all the exercises billed for AIS'20 online,
particularly the voting process. This should be held up until further
notice.
