[rpd] Co-Chair Election Process

Folks, all this make sense if we were discussing a policy proposal, but
reality is that this currently is NOT part of PDP and therefore cannot
be applied right now, even given the current and exceptional scenario we
are going through.


Let's stick to the PDP which currently can give us the following:


1) Apply what is currently on section 3.3. Either an extension or a an
election of a new person can only be decided this way currently.


2) Carry on the discussion, progress and ratification of
AFPUB-2019-GEN-007-DRAFT01 which in my view solves all these issues
permanently and for not only this but other different scenarios.
