I will fully agree with you *IF and only IF* we were using a “voting system”, but the PDP is based on rough consensus (RFC7282), which means that *more voices* or *less voices* don’t count *at all* in one or the other side of a proposal.

 

What it matters in a consensus-based process is that those that oppose to a proposal can justify their opposition. Not that there are 500 or 1000 voices in favor or against.

 

If anyone objects to any proposal, you just need a single voice for that and it can be done in any language. The authors will need to use their own means to understand your objection and then either recognize if the objection is valid or maybe refute it. If the authors can’t understand the objection, they will need to ask for help from the staff.

 

By the way, note that I’m also not native English speaker (I learn English by myself when I was learning about computers, programming and electronics with 8 years of age, as at that time there were no books in Spanish about that), and I’m sure I do many mistakes, and this probably brings to many bad interpretations many many many times, but I just do the effort and keep contributing in all the 5 RIRs and the IETF.

Concernant le nombre des locuteurs anglophones ton assertion est vraie seulement pour les intervenants sur ce forum de discussion et l'ensemble des forums organisés dans le cadre de la communauté d'internautes africains mais Arnaud a voulu interpeller la majorité SILENCIEUSE qui ne s'exprime souvent pas suite à la barrière linguistique. Il y a plusieurs organisations supranationales ou intergouvernementales qui fonctionnent avec 2 à 5 langues officielles (y compris dans la rédaction des normes) nous pourrions nous inspirer des méthodes utilisées par ceux-ci dans leur processus d'élaboration des normes. Avec les moyens technologiques actuelles, ce dispositif ne peut pas nécessiter une infrastructure si onéreuse.

 

Je peux comprendre que dans un premier temps, le texte final à prendre en compte, ne soit libellé qu'en 1 ou 2 langues mais la proposition initiale devrait aumoins être traduite pour la compréhension de l'ensemble des lecteurs (locuteurs de 5 principales langues citées dans mon précédent mail) qui pourraient plus tard introduire des amendements sur les forums de discussion.

 

Et je pense que pour trouver une solution idoine, on doit scruter ce qui ce fait dans des organisations similaires à Afrinic sans se limiter qu'aux RIR ou organisations analogues. En élargissant le spectre, nous aurons une vision transcendantale des solutions préconisables.

 

En attendant que ce monde idéal n'existe les locuteurs non anglophones seront toujours contraint de déployer d'énormes efforts, pour amont,  faire traduire les différentes interventions consultées sur les forums de discussion et en aval, faire traduire leurs réactions.
