Hi Rob,
Yes, maybe I jumped too fast, but usually if it moves to the next phase and the impact analysis is being prepared, is because there is a general feeling of consensus (assuming that the considerations in the discussion have been resolved).
Anyway, let's not confuse AFRINIC PDWG, as it is a bit different than the RIPE one.

Your reading of the discussion is different to mine. I think so far a
number of people have questioned the impact this will have, and the
operational overhead to implement it, so I'm not convinced we should
jump to conclusions. :)
