Dear Chairs,
While I understand your request here and can live with it, I would to like to make a call for "not abuse section 3.6" about varying the process.
Let us not make this, the new modus operandi. I see no emergency in the case above, but see more of lack of anticipation, planning and others.
A good anticipation and planning considering the timing and the number of proposals discussed in Luanda, should have warned the working group and therefore this extended delay in reporting should have been discussed and decided upon during the meeting.
The Working Group had in past made decision on how to deal with situation where no explicit provision exist in PDP.
On a different note, what are these other situations not under your control? Who controls them? Transparency in PDP imposes that these kinds of information and situations beyond our control are made public and explained.
