I see no emergency in the case above, but see more of lack of anticipation, planning and others.</div><div class="">A good anticipation and planning considering the timing and the number of proposals discussed in Luanda, should have warned the working group and therefore this extended delay in reporting should have been discussed and decided upon during the meeting. </div><div class=""><br class=""></div><div class="">The Working Group had in past made decision on how to deal with situation where no explicit provision exist in PDP.</div><div class=""><br class=""></div><div class="">On a different note, what are these other situations not under your control? Who controls them?
