[rpd] Proposal Update received: AFRINIC Number Resources Transfer Policy

Not entirely true.

In other parts of the world, the prohibition is against permanent transfer without RIR approval/recording and a distinction is drawn between allocation/assignment (recorded and performed at the RIR level) and reallocation/reassignment (temporary delegation of Provider Allocated or Provider Assigned) space.

The intent in this policy is perfectly reasonable, but the wording in this particular area should be improved.

Suggest:

“Number resources cannot be permanently transferred from one organization to another except by approval of AfriNIC and in accordance with the transfer policy. This does not prohibit or prevent reallocation or reassignment by service providers to their customers in order to issue addresses associated with internet services provided by the provider.”
