[rpd] Proposal Update received: AFRINIC Number Resources Transfer Policy

Good day,

I will like to commend the authors for the work done in developing this proposal to best suite the regions current and future needs.

Going through this policy proposal update, It seems to me that the provisions of the policy listed are not inline with the goal of the proposal. The provisions limit IP distribution in every instance but the goal preaches an undiluted flow of Resources within the region.

As previously stated,“prudent decision “, is ambiguous to say the least. A few questions may arise:

• What are the parameters in making the decision
• Is there a check box of these parameters and how many points are required for the decision to be deemed prudent.
• what time frame is required to make this decision
• what time frame is required to write back the approval or decline.

There is also the limitation of intra RiR resource transfer being stalled until Afrinic “in writing” approves such transfer, I think such limitation is really unnecessary since these resources are within the region, also this can affect business flow.

In further discussions, a one way inter RiR resource transfer looks attractive and realistic on paper but is it realistic in implementation. Also, it limits our transfer reach as regions like ARIN and Ripe NCC do not allow transfer to regions without a two way transfer policy. I strongly recommend a two way inter RiR resource transfer policy.
