[rpd] End of last call for proposal “SL Update"

Hello PDWG members,

Having announced the beginning of last call and our intention to recommend
this proposal to the Board for ratification, we hereby announce that last
call for the proposal *SL Update* will officially end on 25 July 2019.

The proposal will then be recommended for Board ratification if consensus
is maintained.
