"Supervise the contract and that everything works well " would need to be define into specific actions.
Do you expect AFRINIC to approve the needs justification of the recipient?

The transfer of v4 within region is allowed and cover lease or whatever you call it.

It is difficult for me to hear that Africa has extra v4 to lease outside while some people think Africa needs more v4 and can get through inter-rir transfer.

I assume you are from Algeria and I just checked the ratio IPv4 per user which of 0.196 (*)

May be we make AFRINIC leases directly from the rest of the pool instead of giving them to members presumably to serve users, if these numbers are to be used for lease by recipients.
