[rpd] timing for impact analysis

Hi Komi,

I disagree. Here is the main point:

The actual PDP doesn't state anything about impact analysis. It doesn't say that it can't be provided either.

If the staff want to add this important part of work with each policy proposal, this is not against the PDP, or a modification of it. It is a very relevant and important enhancement.

Even it could also be interpreted as an internal staff procedure as part of this section in the actual PDP:
3.4 Policy Development Process
Anyone can submit a proposal. Policy proposals are submitted to the Resource Policy Discussion mailing list (rpd at afrinic.net) by the author. AFRINIC will provide administrative support and assist the author(s) in drafting the proposal, if requested. AFRINIC shall also provide relevant facts and statistics if requested during the discussion.

Otherwise, what you're saying will mean that the staff has violated the PDP each time they provided an impact analysis.

Moreover, we can't tie policy proposals (until they reach consensus) to procedures. If a policy proposal impacts an existing procedure and should be amended because that, it is just fine, but when the policy proposal reach consensus and becomes implemented, not before.

It is always good for staff operational process to be improved, but We should not change PDP via staff...

Try to change that part of the existing PDP and you will see the bigger problem.

Following section 3.4.1 below, proposals can be and have been submitted and presented at PPM just in the time frame of the four weeks. This challenges the proposed 4 weeks for staff analysis for new proposal and "large change". Same applies for the 2 weeks for "small change" as proposal can be updated up to one week before PPM according to a section 3.4.2

3.4.1 Draft Policy Proposal

The draft policy shall be available for review for at least four weeks before the next Public Policy Meeting. The author(s) shall make the necessary changes to the draft policy according to the feedback received. The Working Group Chair(s) may request AFRINIC to provide an analysis (technical, financial, legal or other), of the impact of the draft policy proposal.


3.4.2 Public Policy Meeting

The draft policy is placed on the agenda of an open public policy meeting. The agenda of the meeting shall be announced on the Resource Policy Discussion mailing list at least two weeks prior to the meeting. No change can be made to a draft policy within one week of the meeting. This is so that a stable version of the draft policy can be considered at the meeting.

These reasons plus several others mentionned motivated the PDP-BIS initiative for a complete solution.

What will increase participation is a clear and well documented multi steps PDP led by experienced chairs, who make sure every views are heard in a less aggressive and well moderated working group, where cultural and linguistic diversity are promoted, issues and objections are tracked, addressed and resolved.
Such PDP will attract participation and produce good policies and contribute to the education of the community.

That is what PDP-BIS is about
