[rpd] inputs on IPv4 Inter-RIR policy proposals - AFRINIC needs this policy now!

Hi Jordi,

I am not in support neither against these proposals but I'd rather make
a remark.

A strong opposition was observed against Inter-RIR transfers during
policy discussions in Hammamet. A major concern expressed was that we
might end up having resources moving in one direction only; i.e leaving
the region only.

There were suggestions to introduce a check/control by setting a maximum
limit on transfers. I do not see that those suggestions or other similar
ones having been considered. Therefore, what has changed in the policy
proposal now? The proposal if implemented as it is might be abused, thus
leaving the region losing its IPv4 resources.
