I would agree with you if you said "the need for IP is growing" or "the 
need for IPv4 as part of the transition to IPv6 is still growing."

ARIN passed its policy so that people with IPv4 addresses that were not 
being used would have a reason to transfer them to networks where they 
would be used. The ARIN community was very clear that the vast majority 
of space was in the ARIN region, and large transfers have moved 
addresses out of ARIN and into other regions. The RIPE-NCC and APNIC 
communities were, from what I understand, more concerned that a market 
had begun and they wanted to make sure WHOIS was correct.

Would you support an inter-RIR transfer policy if it did not take effect 
until Afrinic ran out? That would give the community some time to plan.

I think Africa stands to gain either IPv4 address space or money to help 
transition to IPv6.
