[rpd] inputs on IPv4 Inter-RIR policy proposals - AFRINIC needs this policy now!

Hello Pascal,

Just some few questions. Let's say you have a business outside Africa or
you are leaving Africa and want to transfer you resources to your new
region what do you do?
Let's say we have exhausted totally what we have in Africa and you need to
request a resource from an external region for an uplink what do you do?
