Hello,
I read the policy proposal and I have the following questions:
1. How would the experts determine whether a reported incident is an
intentional or accidental hijack?
2. Keeping the identity of the experts a secret is not an assurance
that the experts won't be bribed. Can't staff be bribed to obtain
the identities of the experts?
3. I am looking for the staff assessment to better understand this
proposal but unfortunately it is missing.
