I said “new” policy. This was written long time ago, not doing random audits. The overall goal is to review when there is a reason to believe that something is wrong.

 

All the RIRs can actually do that, even if there is not a policy. Membership agreement, service agreement, and sometimes other policies, already detail it. The point is how much power and cost this policy brings.

Ok, lets just "assume" that you don't need policy to address fraud. Then what is the purpose of section 12 of the ARIN (Number Resource Policy Manual) [1] ?  

 

Ooooh and If a member agreement is sufficient, then why is fraud addressed in ARIN number resource policy?

 

And lastly, If I may ask, how would you compare the AfriNIC RSA against the ARIN RSA?
