Not sure why it is unclear.   You only return resources when you cannot show legitimate use.  My understanding of this section is that:

- It says with poor record keeping, AFRINIC contacts you to fix.   
- If the records cannot be fixed and it is NOT fraud, you get minimum of six months to return.  
- If the org is acting in good faith and 6 months not enough to do fix, and reasons are acceptable to team AFRINIC (and this might also include making sure no unwitting 3rd party suffers unduly), they can extend at their discretion.
