[rpd] New Proposal: Pv6 PI Clarification

Hi Ernest, all,

Owen provided very useful inputs, so I've asked him to be a co-author.

We have already a new version of this policy proposal (a bit more complex now) since several weeks ago, however we wanted to hold it a bit to get new inputs. None received, so unless there is any new comment today/tomorrow, we will submit it.

By the way, we have verified that we have addressed the staff assessment in this new version.
