Dear Daniel
I think that such proposal can be prescribed for a policy that the community feels may not be right as at the time it was proposed but not for a policy that has lingered for years and encased with rejection; a policy the authors have refused to make clarifications where requested, alley doubts where it was raised and dispel fear where it was expressed. 
Changing a word or two while compounding issues does not constitute a review.
I am optimistic that we would not spend valuable time on this policy anymore.
