[rpd] Policy document formatting (was: Internet Number Resources Review Proposal (diff?))

Regardless of the submission format, I think it would be reasonable to expect the staff policy liaison to be responsible for curating the policy document and proposals in GIT, which would enable the viewing options you are requesting.
