[rpd] Policy document formatting (was: Internet Number Resources Review Proposal (diff?))

I branched the thread. It's a different topic and nothing to do with the Resource Review Policy.

What I am saying is that having some way to easily understand changes made to *any* policy (in the future) makes is easier for all those in the community with an interest to understand the evolution process, separate from their opinion of the policy or its evolution.

Simply that less effort to follow any policy's evolution is one more small thing that helps drive and encourage wider participation. So on that note, any formatting that is preferred cannot be mandatory, as that would be non-inclusive. *Any* format must be acceptable. However I'd love to see: a) guidelines and best practices for *preferred* format(s). And: b) a process whereby the PDWG chairs (or a separate volunteer editor position, or staff) converts or re-formats such that changes after the initial submission are "diff-able".
