[rpd] policy proposal for removing Multihoming requirement (CPM 7.4.2) - volunteers ?

This is well handled in some other regions using the following wording:

	multi-homed or a unique routing policy

What does this mean:
	It means that if you’re advertising routes to another AS over BGP, you qualify for an AS number. I not, you most likely don’t.
