[rpd] policy proposal for removing Multihoming requirement (CPM 7.4.2) - volunteers ?

Reading emails of today, I see that this is a recommendation from the
staff at AfriNIC. There are abundant AS Numbers and I believe that if
more "end points" and small ISP's had ASN's - then it would be easier
for these organisations to eventually peer. This would be good for local
connectivity (usually faster connectivity and lower prices) and deemed
to be bad for internet connectivity monopolies - though they eventually
also win as there is simply much more traffic. (Everyone wins).

Jordi, what happens in other RIR's - I presume you would already know
the answer?

Anyway - I like the idea of a policy that follows this recommendation.
