[rpd] Internet number review policy

This policy is not in the best interest of the region. Personally I do not
see any major changes from the meeting in Dakar regarding this policy and
time and time again the authors of this policy have continued to avoid a
lot of the issues raised by the community. I still believe on the long run
that this policy will be abused due to the inconsistencies if adopted.The
last call decision clearly overrides the concerns by the community and
seems hasty.
