[rpd] Internet number review policy

I have stayed out of this this time around till now – because I really honestly could not believe that either the authors or the co-chairs would be insane enough to try and shove this through a last call despite the objects that have been raised – time and time and time again – and never been addressed.

As such – I will make one comment and only one comment on this at this point – if an appeal is lodged – I will join it if it gets to that – if the appeal fails and it still goes through – and an attempt is made to use this policy in the abusive ways I fear – then – maybe finally – there will be a process that will end this insanity beyond the appeal process – and end it once and for all – and for me, personally, in my own capacity, I will welcome that day and believe it is long overdue

I am not satisfied with the way the proposal authors bullied and shut out speakers because the view of the speakers not in line with theirs. This is really disrespectful to both interlect and person. If opinions can not be given with full autonomy. Then this decisions can aswell be made in the bedroom of the authors.

The policy is no doubt needed in AFRINIC as it helps to deploy IP resources to LIRs and end users that have current need/use for them. But opinions were raised on the clauses within the text of this policy.

The clauses include but not limited to:

* Additional clauses required to help LIRs (especially those with rather large client base in this Exhausion phase). This LIRs who are beneficiaries of this resources as this policies are made by AFRINIC but for the people

* The algorithm used in the random selection process. This clause about being a random process is a bit ambiguous.
     - what is a random process
     - who makes the decisions in This random process
     - is it an automated random process or with human input

These points were totally trashed out without consideration and this is unacceptable as we are all members of this community fighting for the greater good of Africa at large.
