Hi Jordi,

> I was thinking in several possible cases, for example, companies moving (some) operations from one region to another (and they create a new organization in the new country/region).
If this was not in your original justification to the RIR, talk to them and they may allow you to use part of the numbers outside or the new company just join the RIR or get the numbers for its partial of full operation.

Start chucking IPV6 across ?
> Or a company in one region buying another company in another region, etc.
Is this not acquistion/merger case already accepted everywhere?

If Europe telecom buy africa telecom, Europe telecom must become member of AfriNIC through merger/acquisition and pay member fees.
Africa telecom numbers must not be transferred to Europe telecom account in RIPE NCC.

This policy is not solving a real correct problem in Africa, I oppose it
> I think once we open the door because the scarcity, all the other reason are also valid. I see more dangerous "market" created by scarcity that market because other reasons. There is no "artificial" interest in selling IPv6 from one region to another because it is cheaper to get those addresses in the corresponding RIR, so if companies need to do that, they have very good reasons and we should not restrict those.
