If this was not in your original justification to the RIR, talk to them and they may allow you to use part of the numbers outside or the new company just join the RIR or get the numbers for its partial of full operation.

Is this not acquistion/merger case already accepted everywhere? 

If Europe telecom buy africa telecom,  Europe telecom must become member of AfriNIC through merger/acquisition and pay member fees.  
Africa telecom numbers must not be transferred to Europe telecom account in RIPE NCC.

This policy is not solving a real correct problem in Africa, I oppose it

There is no "artificial" interest in selling IPv6 from one region to another because it is cheaper to get those addresses in the corresponding RIR, so if companies need to do that, they have very good reasons and we should not restrict those.

There are more possible reasons that people/organisations want to transfer resources, not just mergers, acquisition and address shortage.
