I think once we open the door because the scarcity, all the other reason are also valid. I see more dangerous "market" created by scarcity that market because other reasons. There is no "artificial" interest in selling IPv6 from one region to another because it is cheaper to get those addresses in the corresponding RIR, so if companies need to do that, they have very good reasons and we should not restrict those.
I'm proposing the same text in different regions.

Why not? Based on the data at <a href="https://www.ripe.net/manage-ips-and-asns/resource-transfers-and-mergers/transfer-statistics/within-ripe-ncc-service-region/ipv6-transfer-statistics" class="">https://www.ripe.net/manage-ips-and-asns/resource-transfers-and-mergers/transfer-statistics/within-ripe-ncc-service-region/ipv6-transfer-statistics</a> there seems to be a need for such transfers. There are more possible reasons that people/organisations want to transfer resources, not just mergers, acquisition and address shortage.
I would love to see other RIRs allowing ASN and IPv6 transfers as well. The RIPE policy permits those inter-RIR transfers as soon as another RIR implements it :)
