Why not? Based on the data at https://www.ripe.net/manage-ips-and-asns/resource-transfers-and-mergers/transfer-statistics/within-ripe-ncc-service-region/ipv6-transfer-statistics there seems to be a need for such transfers. There are more possible reasons that people/organisations want to transfer resources, not just mergers, acquisition and address shortage.

I would love to see other RIRs allowing ASN and IPv6 transfers as well. The RIPE policy permits those inter-RIR transfers as soon as another RIR implements it :)
